Convert emails from Render to Slack notifications for Val Town

Render sends emails, but I want those notifications to come to our engineering Slack channel instead. Render doesn't have webhooks for this, so I set up a Gmail filter and forward to this email handler val, which posts an alert to the eng Slack channel as the townie bot
