The Context of CIVCON 1.2

Organized violence killed roughly 244,600 people in 2025, against ~187,000 in 2024. State-based conflicts reached a record 65, with interstate conflicts doubling for a second consecutive year to eight — the highest count since UCDP records began in 1946. The Russia–Ukraine war remained the deadliest single conflict at some 94,700 fatalities, about 62% of all battle-related deaths.

The distinguishing feature of 2025 is not volume but composition. Deliberate killing of civilians quintupled. That shift pulls institutional attention and financing toward acute security response and away from the long-horizon investment that education, health and digital equity require — which is the mechanism by which a conflict number becomes a human-condition number.

Emergent Paradigm Shifts

The defining shift of the 2025–2026 period is the retreat into insularity. The 2026 Edelman Trust Barometer (33,000+ respondents, 28 countries) finds 70% unwilling or hesitant to trust someone with different values, facts, problem-solving approaches or cultural background — highest in developed markets, with Japan at 90% and Germany at 81%. Sixty-one percent avoid information sources holding different political views, up six points year over year.

Grievance has become rigidity. Technological apprehension moves in step: half of US adults report being more concerned than excited about AI's increased use in daily life, up from 37% in 2021, and 54% of low-income respondents globally expect generative AI to leave them behind rather than benefit them.

Hunger, meanwhile, is no longer shock-shaped. 266 million people across 47 countries faced high acute food insecurity in 2025, with two famines declared in a single year — Gaza and parts of Sudan — for the first time in the report's history. Financing for food-sector response has fallen to levels last seen in 2016–2017.

Systemic innovation continues to advance in AI, compute and renewables, but those gains are outpaced by planetary-boundary breaches and by violence at a scale not seen in three decades. Restoring the human condition requires concurrent intervention rather than sequenced: rebuilding trust at grassroots scale to counter insularity, restoring humanitarian financing against a 266-million-person deficit, and defending civic space against measurable democratic backsliding.

One caveat belongs in the conclusion rather than the footnotes. The apparent year-over-year drop in global hunger — from 296 million across 53 countries to 266 million across 47 — is largely an artefact of data loss, not relief. Eighteen countries fell out of comparable coverage, including three that alone accounted for over 27 million acutely food-insecure people in 2024. The benchmark's own numbers are subject to the blindness loop it describes.
