No authority is added. The broker remains limited to exact GitHub App custody, DRAFT JIT preparation and signed external observation. It never calls authorizer, merge, deploy, billing, visibility or product-production actions.

Branch selftest evaluation: 01a04c6b-7f05-72fb-a9d8-3e56d41a8bee — PASS. Downstream readiness is intentionally false until V1.6/V3.7 are promoted. App custody remains not installed and production_go=false.
