V7 updates the authority snapshot to GitHub main 0f7d35cc752c084b9ec1192f986f5c433d3fcc0b, refreshes all stable service selftests, and records live native-enforcement blocker evidence.

The GitHub owner integration has admin/push permission to the private repository, but GET /branches/main/protection returns 403 Resource not accessible by integration, while GET /rulesets returns 403 Upgrade to GitHub Pro or make this repository public to enable this feature. Current GitHub documentation independently confirms that protected branches and repository rulesets on private repositories require Pro/Team/Enterprise.

No public-visibility or paid-plan workaround was performed. Native enforcement remains fail-closed and unproven.
