V6 reconciles the post-install fail-closed automation chain and the current R9/V4 bootstrap into the capsule authority snapshot.

Current chain: broker V1.2 → observer V1.5 → authorizer V3.5 → deployer V3.6. The broker can automatically continue from an authenticated exact GitHub App installation only through DRAFT JIT preparation and signed external observation. It cannot invoke merge/deploy authority.

Relay bootstrap is Python launcher 5.1 plus exact-hash-bound PowerShell launcher; Codex V4 remains PENDING_CODEX_ACK.
