V5 adds the promoted R2_DEPLOYER_CONTROLLER_V3_5_JIT_ACTIVATION_PREPARER to the reconciled R2 authority snapshot.

The JIT activation PR can now be prepared automatically after dedicated GitHub App custody becomes ready, using only Pull requests: write rather than direct Contents/ref write. The preparer remains draft-only, revalidates exact main before and after refresh, checks all five bootstrap files and the three static blob pins, aborts on drift, and cannot merge or deploy.

Stable-main V3.5 evaluation: 01a04c0c-9180-7142-92c0-ceeafecee7dd — PASS.

Mechanical CURRENT/MANIFEST invariant audit: 39/39 PASS.

Remaining external/evidence gates: exactly four. merge_authorization_enabled=false, deploy_enabled=false, product_production=NO_GO, production_go=false.
