V4 reconciles the dedicated GitHub App broker V1.1, observer V1.4, authorizer V3.4, deployer V3.4 and continuity relay R9/V4 acceptance into the capsule authority snapshot.

Key delta: GitHub-hosted Actions is no longer the primary R2 observation substrate; the external brokered observer replaces that dependency. The deploy provider adapter is implemented. Both now converge on the one unresolved dedicated-GitHub-App creation/installation ceremony.

The remaining external/evidence gates are exactly four. Merge authorization and deployment remain disabled promotion controls.
