Completion rule

A task is not complete because an agent says it is complete. Completion requires an attributable artifact, observed runtime state, verified external action, or other inspectable evidence appropriate to the task.

Communication rule

Agents do not compete for authority. Different specialist views are sent to ORION for evidence-weighted synthesis. AURELIUS converts the synthesis into one coordinated domain plan.

Escalation rule

Escalate to the Architect before binding contracts, material legal commitments, new paid spend without an approved budget, signatures, token/asset transfers, or irreversible external commitments.
