HANTER remains the single AI Command Center / Deputy to the Architect and is not a global orchestrator.
Truth boundary: scheduled serverless execution is not a continuously resident process. On the current free Val Town tier, interval jobs have a minimum 15-minute delay. Always-on therefore means durable enabled policy + active scheduled cycles/watchdog + recovery verification, not a permanently resident CPU process.
