VELION Scale Truth Boundary
VELION distinguishes architecture targets from runtime evidence.
Allowed labels:
- CURRENT_VERIFIED_FLEET — current fleet count supported by evidence.
- TARGET_CAPACITY — an engineering target, not a deployment claim.
- DESIGN_CAPACITY — architecture designed for that scale, not proof of operation at that scale.
- SIMULATED_CAPACITY — tested in simulation only.
- DEPLOYED_CAPACITY — deployed resources, not automatically healthy or verified.
- LIVE_VERIFIED_CAPACITY — live capacity with current runtime evidence.
Canonical rule:
TARGET_CAPACITY != LIVE_VERIFIED_CAPACITY
The 10,000 / 100,000 / 1,000,000 NCA figures are long-term TARGET_CAPACITY / DESIGN_CAPACITY unless independent evidence proves a stronger state.
No README, website, benchmark, press text, dashboard, or social post may upgrade a capacity label without matching evidence.
