  • ORION ACTIVE_BOUNDED binding
  • conservative agent_progress bootstrap
  • canonical technical integration navigator bootstrap

Non-effects:

  • no financial authority
  • no outbound-send authority
  • no token-transfer authority
  • no irreversible-action authority

The canonical fleet is no longer inferred from a contiguous ID range. It is defined by the append-only canonical membership ledger. The original NCA-001..NCA-100 remain baseline canonical members; later tranches are explicit additions authorized by the Architect.
